I have went down both sets of steps quite a bit lately. Quite a few times it looks like you went down the steps, but the area outside the steps is all blacked out. Any critters that were on top of the steps follow you down, kill you. Go get rezzed up, come back to get body, and you can't get back to the blacked out area of the steps so you can't loot the body. Defiantely frustrating tho.
