if you have a book that does not have the spell you want to make a trigger for, you cant make it. even if you have another book with the spell on you.
True this was like this before the patch also.. I filed a bug report a couple of months ago one thing you can do is make sure the book with the spells is in your main pack and the other book is in another bag or just fill all your books..
