I have seen a few people on my home shard (europa) with talismans displaying *Tinkering bonus 25%* or Carpentry bonus 20& etc... Where did they get these talismans from? Drops from monsters from ML dungeons?

It doesn't matter which crafting quests you do, the talismans you get have random skills on them, they aren't related to the quest type that you do.
Another good quest for hooking up with talismans and stuff to unravel is from Jhelom to Umbra. Visit Losep the Exporter at Deadly Intentions near the bank. You can do a couple quests with one gate if you're speedy. Jack Nickelson
They are capped at +30% max both regular and exceptional skills........ Of course, the 30/30 in the same one skill are the hardest to find....
I got a Treatise on Alchemy Talisman from the library that was +30%, and even had an exceptional bonus in the mid to high teens (as useless as that is for Alchemy).
In the early days of the heartwood quest items had higher numbers. The armor and weapons even had some uber stats. Be hard pressed to get anything of real worth compared to the first few weeks after release. None the tally have been upgraded that I got on the early run of rewards.
my blacksmitihing tali is 24/29 my tailor is 22/27 blessed for my char my tinker tali is 19/24 my carp tali is 23/25 i got all of them off lady m's over the years.
i did the fleching queast in heartwood for most of mine,Not only do you get tallys from them you also can get fleching runics
