What is the diffrence between a "booster" and a "Patch"?

Why do we pay for "boosters", but we do not pay for "patches"?

Do "boosters" which we pay for cause there to be less time put into making new content to be released, and thus fewer "patches" with new content that we do not pay for?

Patches are little fixes and little new content, while boosters have a lot more content at ones.
