In order to combat SPAM on the forums, all users are required to have a minimum of 2 posts before they can submit links in any post or thread.

Exactly what information could a user possibly submit that would help in identifying a ban evader?
Ummm... None except for the link for the banned profile and assumed "evader" profile, so mods can compare ip.
Links to samples within our boards that support a claim, ie: posting habit similarities, profile updates.
Moderators do not see IPs.
Ah, this is quite bad for determining a duplicate account.
There are other factors that yes, we look at - but short of announcing our security measures - cannot tell you much.
Whatever information a community member has that would substantiate their claim of someone being a ban evader is all the better. What doesn't help are "this person is evading ban" - that really does nothing for the people who do the research (meaning the admins).
