When casting Ninjitsu Death Strike special move, sometimes it gets inflicted, sometimes it misses.

Question is, what determines whether a Death Strike lands on the target ?

The weapon skill ? The ninjitsu skill ? Tactics ? Hit chance increase modifier ? Anything else ?

    Thanks.

The weapon skill + HCI to hit the target first. Ninjitsu skill upon hit.

Even with 120 Ninjitsu there's still a slight chance that your Death Strike will fail. There is no 100% chance to land it. I'd guess it was designed that way so as to not overpower it.
