Felucca Based Changes

    Allow everyone to loot any corpse like the old days. -- You loot, you go gray. Private loot to corpses is problematic for players looking to try their hand in felucca and for people who die to spawn at a champ spawn. Die, and all your supplies get looted. By the time you're ressed, they're gone. If you could loot, your friends could get your things back. Remember, mobs decay super fast in spawns and once they die, odds are your stuff is lost.

    Remove being guard whacked for looting a player. -- It's weak sauce. It hurts thieves and pvpers. loot the wrong jerk after a fight and you die for no reason. Once again, just flag them gray like the old days. Guards act as way too much of a safety blanket for things they never did and never should have been worried about.

    Allow thieves to just openly rob monsters in Fel only. -- Stealing from someone elses quarry is still ostensibly a form of theft. You can't choose what you get and it's totally random. It plays well into the new system when you can steal from monsters for resources. Let thieves steal from the monster too. Loot is almost valueless but at least its a chance to steal uninsured items.

    Remove guards from faction cities. -- Allow the Faction that controls the city to set their faction guards to handle guard duties. It promotes strategic use of guards, controlling cities for a reason and gets rid of the insta guard whack lameness and ties up some really odd system flaws currently in the city system in fel.
