Anyone know if higher fishing skill can have a better chances to catch a rare fish? For example, a Legendary fisherman (120) can have a better chances to catch a Fire Fish (reported Min Skill 95.8) than a fisherman whose skill is at 110.

Yes, your chance to catch rare fish increases with your skill. This was stated at the release of High Seas. As to what the actual math works out to be, I have no idea. Since the chance to pull up a rare fish is low, you would either need a large sample size at varying skill levels or the details given straight from the developers.
