I read that GM Tailor with GM Arms Lore add 5 points of resists when using the runics. Is this true?

With GM arms lore any exceptional armor you craft (smith/tailor, and pretty sure carpentry) will have 5 points randomly added to resists. This is any exceptional armor crafted, not just with a runic tool. Also exceptional weapons get a 5% damage increase bonus.

So the Gm Tailor with GM Arms Lore will make an exceptional barbed leather tunic with 38 resists?

    That is,

    15 basic leather tunic resist
    12 barbed material bonus
    6 exceptional bonus
    5 GM Arms Lore bonus
    ---------------------------
    38 Total (No runic)

With Barbed Runic, if 5 bonus all go to resists and each gets maximal 15 points on different resist, one can get a total resist of 113 potentially. Am I right?

Yep. 113 is the highest possible resists on a crafted piece.
