Thank you for all the replies and @Ru TnT thanks for the link. I missed this EM Event, and didn't even know it happened. Interesting that the birds are a reward, pretty cool, I think. From what I gather of the story arc and replies from the thread, @Gidge 1st, 2cd and 3rd place winners each got a bird placed in their yard - awesome!

Probably an EM event critter, but it could be that peacock from Kung Fu Panda two, maybe.
It is indeed a reward from an EM event on Chesapeake. There are four of them. One is located at the Vesper Auction House (on the road just north of the Vesper cemetery Tram). Another is the one you found just east of the Ter Mur moongate, one is a bit north of Britain Tram not far from the road, and the last one is north of Trinsic Tram slightly west of the swamp.
They don't run around. They are stationary in front of houses designated by the event winners. If you say "Greetings" to them they will tell you why they are there.
I assume you can't attack them?
Thank you @Riyana for the more indepth information. @Capt. Lucky I jumped into game and first said Greetings and it replied that Lil Missy helped find her sisters. Missy is the owner of the house/yard that this duck is in at Ter Mur. Next, I attempted to throw a fireball at it, but it won't allow it, stating "You cannot perform negative acts on your target." I love that the EM's did this as a reward.
