I remember once upon a time this question might have been answered, but is there some sort of technical reason as to why we can not have houses with basements? Buildings in Brit have basements!!! :)

Additional Fansite Ask & Answer question
UO Auctions Has the Dev Team ever considered adding basement levels to properties? im sure that this is something that could generate another upgrade code. where players can add a further sublevel to customized houses? i'd also like to see the courtyards of castles actually become considered part of the property so players can lock things down in the outside areas, inside theyre castle/keep. Would this ever be possible? (Treasure Seeker).

These questions have been answered - UO 15th Anniversary party:
Coding for basements too problematical to be practical.
Grass areas inside castles and keeps will become part of the building.
