As we all know, anything non med-able is useless, even more so now with imbuing, so why not give the heavier armor a bonus to imbuing intensity? Some percentage bonus of points as it moves up the scale from studded to plate armor. That way maybe exceptional plate has like 600 intensity points. You would still be stuck with the property limit, but you could max intensity out where you wouldn't be able with lesser armors. Seems like it would be easy enough to implement, would just require some testing.
