The city buffs for each city are noted below, however it costs 2 mil gold per week to keep this up. Governors of each city respectfully request that citizens please help donate to this cause, especially if you want your buff to continue. To donate gold, simply drop a check onto the head of the city herald standing next to the city stone.

    Thank you all
    Lady Damia, Governor of Britain

Britain - Merchants Association +2 mana regen
Trinsic - Guild of Assassins +5 swing speed increase
Jhelom - Guild of Arcane Arts + 5 spell damage increase
Minoc - Warriors Guild +5 Hit Chance Increase
Moonglow - Order of Engineers +3 Dexterity Bonus
Vesper - Maritime Guild +2 Hit Point Regen
Skara - unknown at this time
Yew - has not chosen yet

You must be a citizen of the City you choose, with a loyalty rating of at least respected to get the buff. 4k boards donated to the city (usually on the docks) is enough to get you respected. Go to the stone of your city, next to the bank, and click on the stone, choose utilize trade agreement, and it will give you the buff. You must do this every 24 hours.

The agreement was also made that Governors will hold a shard wide event on the first Sunday of each month at 8:30 pm est. The first Governors Event will be held in Moonglow by Governor Lady Jas McNuge on July 7th.
