The red named ones, I can just about cope with - but this guy, maybe not...
I came across a yellow named raider in Europa Moonglow today. When I tried to arrest I got a message 'You cannot arrest that person'. When I walked away he was happily following me but would not go through a moongate.
I walked to the Guard Captain and the rioter disappeared just like any other.
I understand (never done it so the info is second hand) that when 'arrested' they are meant to take on the Yellow colouring and be led to the Guard Commander - seems slightly buggy though, some people are saying they still get attacked by their 'prisoner', some of the Yellow versions (like that one I ran into) still happily attack players. Maybe it's one that had been 'arrested' but the person who did it has left the area without handing the prisoner in?
My best guess is that someone attempted to arrest them but as you said they wouldn't follow through a gate so they abandoned them.
I've had a few stubborn rioters like that... or they followed me to the captain but when I tried to turn them in he apparently didn't want them and I had to dance around the chest for awhile before they were "arrested". It's also possible that someone thought they arrested them but didn't really.
Yup, they don't always go smoothly to jail.
Some even kept attacking and damaging me after going yellow.
Clearly he was a 'left-over' from other player, and I bet when you took it to the Jail it scored points for it's original captor.
Wouldn't know about that one since if I came out of stealth he tended to kill me rather easily Went back with a slightly stronger character, but by then the raider had wandered off (at a pretty quick speed too, far too fast for the stealthed character to keep up with him!). Possibly he was acting as pets and escorts do when you recall to another sub-server, and trying to catch up with his 'owner'?
