    Was there ever a valid in-character explanation given for the transition from (Seppo and Godiva's IC) Constitutional Parliament and the reigning Governor's Council? (Other than Fig's piecemeal resistance and subsequent election to Governor.) Or was it glossed over and forgotten?

    The High Council was dissolved because our authority to operate expired.

    Was that the Council's failure to institute a formal election? Or Blackthorne's rise to power?

    I missed the transition.

    There was an internal disagreement about what the council could do on it's own and we were unable to resolve it, so the council ended at the end of term.
