What is the official policy on obfuscated character names?

    There are characters in the game with names that have been deliberately created for the purpose of obfuscation, to make it difficult for people to enter the name into a report, for example, for the use of third party applications. I realize there are other options for reporting, such as manual targeting, character numbers, etc. However there are some people that are very good at making it very difficult to report them. They don't use general chat, and they won't stay in one place long enough for you to bring up the reporting form and target them.

    I'm not sure what the exact methods of obfuscation are, but I am sure there are more than one, and some of them are quite sophisticated, involving unprintable characters, etc. So my question is, what is the official policy on characters with obfuscated names? I know in other MMO's deliberate obfuscation in a name is a banning offence.
