@devs: i have an idea

    so i have an idea, although i am sure you are working on other things.

    The Cave of the Lost

    it seems that there are collectors, crafters, pvmers, and pvpers that hold on to this wonderful thing called ultima (some are more than one).

    many pvpers like the idea of non-consensual pvp (a la champ spawns), but there is not a lot of motivation for those who do not actively participate in pvp to go into pvp areas (only a little deco and scrolls that many can purchase or no longer need), with the exception of fel idocs.

    many like to attend events and idocs for the opportunity to acquire rares/deco for collections or to sell for gold.

    many thieves do not like insurance, and have little to no incentive to do anything but wander around a few specific dungeons, looking for items that have relatively predictable timers.

    many corpses go unlooted, their shineys decaying to be unappreciated by any.

    many houses fall, with only a few hours chance for anyone to grab anything.

    so, introduce a new fel-ruleset area with a few modifications. let decayed items from corpses and idocs have a percent chance to fall into the cave. disable the menu to insure new items within the cave; and disable bags of sending. insert one peerless-type boss that gives a reward of an exit ticket to all who acquire looting rights, in addition to a turn-in ticket that lets one choose a replica of event-only deco or bolts of special cloth (mayhaps europa gold or glacial?). the turn-ins could be tiered like the blackthorn and doom turn-ins. maybe add in a gold sink, whereby an exit ticket may be purchased for a ridiculous amount of gold (~50-100mil) if one does not want to risk dying with the item one has acquired.

    There is a simpler version of your "cave" already in play called "Siege Perilous". It just lacks a few of the training wheels you've listed. ;)
