Is there anyway to determine if someone is using a disguise kit?

1: if they have a name that a NPC would most likely have, they're probably using a disguise kit.

2: back in the old days, thieves didn't really do any hunting. If they have the title of "scoundrel", they're most likely a thief.

If it still works you can try forensics on them and see if you get a gain.

Having an npc name doesnt mean the person is a thief. Casting incognito on yourself gives you a npc type name for a limited time also.

White hair used to be somewhat of a giveaway as well.
  6. detecting on the fly not so easy but easy enough just pull up their bar, wen they leave screeen it goes grey when they return it will light up again and with their real name on it. Use this to snuff out guild killers.
