Based on the recent video posted on the EVE Stratics subforums I was wondering if this kind of video editing occurs with other game titles?

Not of that caliber, certainly, but a lot of Machinima folks make fan fiction films with game characters for Combat Arms.

Yep. The community's asked for it to be added to Steam for a long time. AVA (<-- also fun F2P FPS, but inferior to CA) was there, TF2 (<--better F2P FPS than CA or AVA) was there, MW3 was there. CA users have been disappointed that CA won't be using Valve's anti-cheat software, but meh, at least we have auto-updates, groups, etc.
