Ok lets say without jewlry im 80 resist spells if I use +20 to make it 100 is the resist as effective as it would be if I didn't need the jewlry to make my resist 100 so does jewlry work the same IF you can get to the same level of a skill as if you didn't need the jewlry?

generally yes. for some skills tho you need real skill (not jewel/item bonus) to use certain abilities. like you need 70 real tactics to use a weapons special move.
