Skill Tutor Statuette?

    Off topic, I know... but ppl on this forum have helped me immensely so hope this will be forgiven. Just saw this on a vendor in Luna. Never seen it before. Anyone know what it its? Pretty expensive (for me, anyway), but I enjoy training new skills so.. is it something to do with that endeavour as its name suggests? Any help would be appreciated.

    Someone can correct me if I am wrong:

    This item basically tells you if the action you are doing (casting a spell, taming a creature, tailoring an item, etc, is too easy, easy, optimal, difficult, or too difficult for a skill gain).

    SPECIAL NOTE: If what I said above is true, there is a simple quest in the new lands from a mystic that gives you a crystal ball that does the exact same thing (100 vials of dragon blood and 100 deamon bones).
