Why do all IDOCs fall at around 10-11 a.m. EST?

Lately, I've noticed that every IDOC i find in the game will fall in the early morning hours. This allows for better prediction on when the house will fall, plus many people have day shift jobs and can't make it to IDOCs. What ever happened to houses falling at 1-3 a.m. EST?

This question in not really relevant any longer. The IDOC times have been more randomized a bit ago. IDOCs are subject to variables such as housing server issues or times, like now, when house decay is turned off. When decay is turned back on the fall times will be changed again.
